SMART – Request for Qualifications for the Design and Construction of the Santa Rosa At-Grade Crossing Improvements Project

Project Description: SMART is seeking qualifications from prospective Design-Build Entities to pre-qualify for the Design and Construction of the Santa Rosa At-Grade Crossing Improvement Project.

Work includes, but is not limited to complete civil and systems construction, installation, testing and commissioning of a Jennings Avenue New At-Grade Crossing, West 3rd Street Grade Crossing Improvements including Joe Rodota Trail Connection.

Optional tasks are also included in this solicitation for the complete civil and systems constructions, installation, testing and commissioning of Security Cameras at 8th Street, 9th Street, College Avenue and below Highway 12 (CP Schulz South) and 4th Street At-Grade Crossing Improvements.

Project Delivery Method: Traditional Design-Build Alternative Delivery Method

Contractor’s License Required:  Type A – General Engineering Contractor

Department of Industrial Relations (DIR): Active Registration Required

The Engineer’s: Estimate for the Base Project is between: $5,000,000 and $6,100,000. The Engineer’s Estimate for the Base Project plus Optional Projects is between: $5,800,000 and $7,100,000.

Funding Source: State and Local Funds

Pre-Submittal Conference (Virtual): May 13, 2026 at 2:00 PM (Pacific)

Qualifications Due: June 17, 2026, by 2:00 PM (Pacific); Electronic Submission Only.
