Position Overview:

The Ortiz Group (TOG) is seeking an accomplished Lead Field Operations Manager to lead statewide field
implementation of California's low-income energy efficiency, weatherization, electrification, and building
decarbonization programs. This senior leadership position directs field operations, supervises technical staff, oversees
contractor performance, ensures Quality Assurance/Quality Control and regulatory compliance, and drives continuous
improvement across multiple state and utility-funded programs.

Required Qualifications & Experience:

Minimum Qualifications

• Bachelor’s degree in engineering, Construction Management, Building Science, Energy Management, Environmental Studies, Architecture, Business Administration, or a related field. Equivalent combinations of education, technical training, and progressively responsible experience may be considered.
• Minimum of ten (10) years of experience managing field operations, energy efficiency, building electrification, weatherization, construction, or residential energy programs, including experience with California low-income energy programs.
• Minimum of five (5) years of leadership experience supervising, mentoring, and developing technical field staff, quality assurance personnel, or multidisciplinary project teams.
• Demonstrated expertise in residential building science, home performance, building electrification, weatherization, energy modeling, and home assessment methodologies.
• Extensive experience reviewing and approving Home Assessments, Scopes of Work (SOWs), Measurement Project Recommendations (MPRs), quality assurance documentation, and electrical load calculations.
• Proven experience developing and implementing Quality Assurance/Quality Control (QA/QC) programs, conducting field audits, contractor oversight, and corrective action planning.
• Strong knowledge of California Energy Commission (CEC), California Public Utilities Commission (CPUC), U.S. Department of Energy (DOE), Title 24 Energy Code, California Building Code, National Electrical Code (NEC), BPI Standards, OSHA regulations, and utility program requirements.
• Experience managing contractor performance, budgets, schedules, key performance indicators (KPIs), and program deliverables within complex, multi-stakeholder environments. Demonstrated ability to lead cross-functional teams, manage multiple priorities, and make sound technical and operational decisions.
• Excellent written, verbal, and interpersonal communication skills with experience presenting technical information to executive leadership, public agencies, utilities, contractors, and community partners.

Preferred Qualifications

• Professional certifications such as BPI Building Analyst, BPI Energy Auditor, HERS Rater, RESNET, OSHA 30, or other relevant industry credentials.
• Experience leading California Energy Commission, CPUC, DOE, or other state- or federally funded clean energy and low-income energy efficiency programs.
• Knowledge of residential HVAC systems, heat pump technologies, electrical service upgrades, load calculations, ventilation, indoor air quality, and whole-home electrification strategies.
• Familiarity with energy modeling software, quality management systems, project management platforms, and CRM applications.
• Spanish or Cantonese language proficiency is desirable and considered an asset.

Key Responsibilities:

Leadership & Program Management

• Provide strategic leadership for statewide field operations, workforce planning, and program implementation in support of the Equitable Building Decarbonization (EBD) Direct Install Program, and the Electrify My Block (EMB) Pilot Program.
• Lead, supervise, mentor, recruit, and develop Field Energy Auditors, QA/QC staff, and other technical personnel to ensure high-quality program delivery.
• Establish performance expectations, monitor key

Technical Leadership

• Serve as TOG's senior technical authority on residential building science, building electrification, weatherization, home assessments, energy modeling, and measure implementation.
• Review and approve Home Assessments, SOWs, Measurement Project Recommendations (MPRs), QA/QC documentation, electrical load calculations, and other technical program deliverables.
• Provide technical guidance and support to field staff, contractors, and implementation partners to ensure consistency and technical excellence.

Quality Assurance & Compliance

• Develop, implement, and oversee QA/QC programs, field inspections, contractor audits, and corrective action processes.
• Ensure compliance with all applicable CEC, CPUC, DOE, Title 24, California Building Code, NEC, BPI Standards, OSHA regulations, and utility program requirements.
• Monitor technical performance and recommend process improvements that enhance quality, safety, operational efficiency, and program outcomes.

Contractor & Field Operations

• Oversee contractor performance, scheduling, budgets, production goals, and overall field operations to ensure timely and compliant program implementation.
• Collaborate with contractors, technical partners, and internal teams to resolve field issues and maintain consistent program delivery across service territories.

Stakeholder Engagement

• Represent TOG as a technical and program leader with state agencies, utilities, community-based organizations, implementation partners, and other external stakeholders.
• Support technical meetings, trainings, working groups, and cross-functional collaboration to advance program objectives and strengthen strategic partnerships.

Education & Certifications:

• Bachelor’s degree in engineering, Construction Management, Building Science, Energy Management, Architecture, Environmental Studies, Business Administration, or a related field. Equivalent combinations of education, technical training, and relevant experience may be considered.
• Master's degree in a related field is preferred.

Desired Certifications

• OSHA 30-Hour Construction Safety Certification.
• Valid California Driver License with the ability to travel statewide.
• Current BPI Building Analyst Professional, BPI Energy Auditor, California HERS Rater, or RESNET HERS Rater certification, or the ability to obtain one within 12 months of hire.

• ICC Residential Inspector or related ICC certification
• EPA Section 608 Certification

Work Environment:

• Reliable transportation required.
• Field-based role with extensive driving for QA appointments, exposure to outdoor weather conditions, moderate noise levels, and conducting in-home assessments.
• Occasional office meetings required.
• Ability to stand, walk, use hands, reach, sit, balance, stoop, kneel, crouch, and occasionally lift to 50 pounds.

Technical Expertise & Skills:

• Advanced knowledge of residential building science, building electrification, weatherization, and whole-home energy efficiency principles.
• Expertise in blower door testing, duct leakage testing, combustion safety testing, thermal imaging, and indoor air quality assessments.
• Knowledge of heat pump HVAC systems, heat pump water heaters, electrical load calculations, panel upgrades, insulation systems, whole-home air sealing, and ASHRAE 62.2 ventilation standards.
• Strong understanding of California Title 24 Energy Code, California Building Code, BPI Standards, energy efficiency measures, and regulatory compliance requirements.
• Experience interpreting home assessments, project specifications, Scopes of Work (SOWs), Measurement Project Recommendations (MPRs), and field inspection reports.
• Proficiency with quality assurance/quality control (QA/QC) programs, risk management, contractor oversight, and corrective action processes.
• Experience using data collection platforms, energy modeling software, project management systems, and reporting tools.
• Strong leadership, communication, analytical, and problem-solving skills with exceptional attention to detail.
• Commitment to workforce development, technical training, continuous improvement, and delivering highquality
• program outcomes.
• Knowledge of healthy homes principles and best practices supporting residential building decarbonization and occupant health.
